Rule Interpretation for 2017 Regional Events and 2017 Nationals

In the 2017-2020 rules RRS 18.3 has been deleted for starboard roundings.  Also Team Racing Call E8 has been withdrawn for review.

We have been advised that World Sailing will not be giving any lead on the effect of the change for a year.

We need to have umpires and sailors reading form the same page at least before the nationals.
